- Redesigned the maintenance screen with a navy-and-gold layout, clearer text, and improved spacing.

### Park Rangers

- Removed Conservation Agent and Park Command from the promotable rank structure.

### Performance
- Paused notification, duty-board, status, terminal, and Academy progress polling in hidden tabs.

- Added maintenance errors for commands, buttons, menus, and submitted forms.
- Blocked regular text commands during maintenance.
- Added the hidden, owner-only **`!maintenanceoff`** recovery command, usable through a DM or readable channel.
- Recovery disables website and bot maintenance, preserves other settings, logs the change, and refreshes status panels.
### Park Ranger Certifications
- Granted Park Command certification authority without adding rank-promotion authority.
